Look on my site.
http://ta3d.freedoors.org
I don't use SVN since it frags up my context menus making them a complete frakking mess that wants to scroll off the screen.
the complete package ready to run or compile on win32 is there.
Since the release that changed from Make to CMake it has not run on my systems once.
It compiles fine but does not run. I am working on it.
I don't think it was the cmake conversion that did it, It was likely something else done at about he same time. Nice that there is enough activity for it to be lost in, annoying that it is lost.
Once it runs on my systems then I will be uploading a fresh Mingw setup with everything in place, until then though I only have the 0.5.0 test3 ready to be grabbed.
The directions are on my page on how to either make your own or to use mine, Good luck commander.

CMake already produces MinGW Makefiles.
I would say, install tortoiseSVN and follow the documentation here :
It would be a good test to see If additionnal information are required.
However, from the revision r898 the trunk does not compile on Windows (the allegro headers provided by the svn are not suited for MinGW but VisualStudio). It will be fixed soon.
PS: The documentation has been updated in the r917.

Sometimes yesish, sometimes noish, and once it rebooted the computer.
Not a fair test of ta3d though because I am working on a partition parser on my current reactos install so it can read partitions properly instead of the current one partition to the physical drive. My tests have caused a lot instability.
I can do a fresh install and test though, I pretty well frakked this one. C/C++ Pointers and dynamic arrays are in fact evil, Designed to drive me and others like me insane.
I currently play and test on Winme, Win2k, Reactos (When it runs) and Winxp SP3(I hate the windows romper room affect), haven't found a way to compile ta3d for dos extended mode yet. I learn by breaking things, you know the lets hit it with a rock and see what comes out theory. Works on cars, fruit and protons.
